Add the onion and pepper and cook for another couple of minutes. Add in the remaining ingredients except the flour. Bring to a boil, then simmer for about 1 hour. Check and adjust salt and pepper seasoning part way through and stir occasionally. To thicken the chili slightly, turn off the burner and stir in the flour one tbsp at a time and leave covered for about 10 minutes.
