Combine onion, egg substitute, wheat germ, green pepper, ketchup, chili powder, marjaram, and pepper into a bowl. Crumble turkey into mixture and mix well. Shape into 30 balls, and place on a baking pan coated with nonstick cooking spray. Bake at 400F oven for 16 minutes or until juices run clear.
