Here is how you make Instant Pot Turkey Meatloaf:

Mix all ingredients in bowl except bbq sauce. Lay out a thick piece of foil and form loaf on top. Take extra foil and bunch up around the edges of the loaf but do not cover it. Brush bbq sauce on top of loaf. Place 1/2 cup water in instant pot. Place loaf on foil on steamer rack and put in instant pot. Cover and seal pot. Manual pressure high for 30 minutes. Quick pressure release. Finish in oven on broil for 5 minutes if desired.
