Rinse rice. Mix together rice, meat, salt and pepper. Mix well and form 1 1/2 inch balls. Melt butter and saute onion and pepper about 5 minutes over low heat. Pour in tomato sauce and water. Heat to boiling. Add porcupine balls and cover. Reheat to boiling then lower heat and simmer 40 to 50 minutes.
