Preheat oven to 350. If using 8 large peppers, cut in half. If using 4 small bell peppers, cut off tops. Scrape out insides and place in a large cake pan (might need two). Mix turkey, onion, bread crumbs, rice, salt, pepper, and half the can (13oz) of the soup together. Stuff mixture into peppers. Fill the rest of the can with milk and stir until blended.
