Brown the sausages in olive oil. Remove and put in crock pot. Slice and sautee the garlic in the same pan. Sautee the onion. Cut the tops off the peppers. Throw all the above in a crock pot. Finely grind the sundried tomatoes in a food processor and add to crock pot. Add the fennel seed, tomato sauce, and a little water. Stir to combine/mix.
