"Sweat" onions and celery in butter over medium heat until onions are translucent. Remove from heat and set aside. Cook ground meat and drain. Add onions and celery to meat, plus tomato sauce, stewed tomatoes, and seasoning packet. Stir and bring to a simmer. Reduce heat, cover, and cook for 30 minutes, stirring occasionally.
