Drain potatoes and place half in greased baking dish. Sprinkle with half the diced onion and all the basil, celery seed, minced garlic and red pepper. Pour rue over all. Now Add remaining potatoes and then remaining onion. Pour remaining milk over entire mixture. Cover and bake at 350 for1.5 hours.
