Here is how you make Norwegian Tuna Casserole:

Boil and cook maccaroni according to package.Drain maccaroni, then combine peas, carrots, tuna and onion together. In another bowl combine mushroom soup, milk and soy sauce. Combine these two bowls together. In a cup mix the four and pepper together then add to the tuna mix. Place in a greased casserole dish or can separate in two dishes and save one.
