Place the leeks in a large pot of water and allow the grit to settle. Drain well then repeat. Dry leeks.Combine rice with 1 3/4 cup water. Bring to boil add 1 T Herbes dr Provence and lemon zest. When boil reduce heat cover and simmer over low heat until cooked. (15 =20 minutes)Melt butter in sauce pan. Add leeks season w/salt and saute over med heat. When soft add 1/4 cup wine to and allow to evaporate scraping pan to get all flavor. Remove to dish when done.Bring 1/2 cup wine to low simmer in large saute pan. Place flounder fillets in pan and season with Herbs. When fish starts turning white gently turn over. Entire cooking time less than 6 minutes. Fish will flake when done so be careful when removing from pan. Add lemon juice and leeks to pan. Stir just to warm and combine.Place rice on bottom of platter. Arrange Flounder Fillets.
