Heat olive oil in a skillet over medium heat. Sprinkle shrimp w/ salt and pepper. Add shrimp, red pepper, garlic and bay leaf to pan; cook 3 min., stirring frequently. Meanwhile, add pasta to water. When shrimp are turning pink and opaque, add vinegar, lemon juice, and chicken broth. Increase heat to med-high and bring to a simmer; cook until liquid is reduced by half (1-2 min.). Remove from heat. Discard bay leaf. Add parsley and butter, sturring until butter melts. Serve over pasta.
