Heat pan with olive oil. Mix thoroughly the chopped basil, pistachios and flour. Rinse off tilapia filet in water and immediately drench in the mixture, covering thoroughly. (The water will help flour stick better). Shake off excess flour and place in heated pan. Cook 1 1/2 minutes on each side, or until golden. Tilapia cooks very quickly so don't over cook.
