Here is how you make Creamed cabbage:

Cook cabbage in salted water until tender.Melt 2 tbsp of butter in a bowl then add the panko to melted butter and set aside.Melt remaining butter in sauce pan and add flour and white pepper . When thickened, start to bled the milk into paste on a low heat. After incorporated cook until flour is cooked. Drain cabbage and put into a baking dish, add white sauce and mix together.
