Mix the garlic, cayenne, turmeric, and cumin with 1 tbsp of the water to make a thick paste. Add to the browned onions and saute for 5 minutes. Add the tomatoes and stir constantly over medium heat until the tomatoes start to break up, about 2 minutes, making sure the mixture doesn't scorch. Add the chicken and mix to coat with spice paste. Stir over medium heat for about 10 minutes. Add the remainig 1 cup of water and salt and bring to a boil. lower the heat and simmer, uncovered, untill the chicken is cooked through, about 30 min. add the vinegar and sugar, simmer about 1 min then taste. adjust the salt, sugar, and vinegar if needed.
