Add the ground sirloin and cook, crumbling the meat with a wooden spoon until the meat has lost its pink color and is beginning to brown. Stil in the garlic, oregano, and red pepper flakes and cook for one minute. Add wine and stir to scrape up any browned bits. Add tomatoes and tomato paste, salt and pepper. Bring to a boil and simmer until sauce thickens. Bring water to a boil and cook pasta according to directions on the box, but without oil or salt.While pasta cooks finish the sauce. Add nutmeg, basil and cream and simmer for about 10 minutes or until thickened.Drain pasta and put in a large bowl. Add the sauce and cheese and toss.
