Heat olive oil in pan, add onion and saute until just translucent. Add garlic until fragrant. Add water, and bouillon and stir until well dissolved and boiling. Add red pepper. Slowly mix in polenta until well blended. Cook, stirring constantly about 20 - 25 minutes or until polenta is cooked. Turn down the heat, add the spinach and tomatoes and mix well.
