Add vegetables and garlic, then cover and cook for 8 minutes, stirring occasionally. Remove vegetables and brown the ground meats. Add wine, salt, pepper, nutmeg and bay leaf and simmer for 5 minutes. Put the vegetables back in the pot and add the beef broth and tomato puree. Simmer for an hour, stirring when you’re close to it. Stir in the milk and simmer for another 20 minutes. Sprinkle in a touch more nutmeg & red wine if you have the urge.
