Bake until lightly toasted, about 20 minutes . Cool the oats for 2 to 3 minutes on the pan.In a bowl, whisk together the oat flour, instant oats, baking powder, cinnamon, nutmeg and salt to the food processor and pulse 2 to 3 times to combine. Set aside.Combine the butter and sugars in a bowl and cream until light, about 3 minutes. Add the egg and vanilla extract, mixing well. Slowly add the flour mixture until just combined.
