Add 1 tbl of chili powder, 1 tbl Onion Powder, and 1 tsp salt to meat.. When meat is done drain off as much of the grease as possible and set asideIn a sauce pot, add tomato paste,water, and remaining chili powder, onion powder, chipoltle pepper powder, and sugar. Mix well and cook on medium until heated through.Using a clear baking dish t, doesnt burns as easy, spray the dish, liberally with pam. You will want a baking dish the size that will allow for this set up: OO OONow in your baking dish add just enough sauce to cover the bottom of the dish. Add four tortillas in the design I described above and take 1 more to tear apart and fill in the gaps. Place all of ground beef on this level with 1 cup of cheese, and enough sauce to cover cheese.
