In large sauce pan put chopped bacon and cook slow and low until crispy, remove bacon and all fat except for 2 tbs. Add celery, onion to bacon fat and cook for 3 min. Then add garlic, tyme, pepper and bayleaf and cook another 3 min. Add clam juice, potatoes,bacon and bring to a boil then simmer until potatoes are tender but not over cooked. Mix in corn starch mixture to thicken and then milk. Remove tyme stems and bayleaf.
