Melt butter and EVOO in pan, add garlic cloves and cook until golden brown.In separate pot, add chopped pepper, celery, black beans, and hearts of palm into 5C water, bring to boil then reduce to simmer.Add rice to oil/butter pan and cook until slightly toasted and covered in oil.Add 1 cup of water from vegetable pot to the rice pan and stir frequently until absorbed.
