In a small bowl whisk together the Soy Sauce, corn starch, red pepper flakes, garlic, sugar, rice vinegar, and sesame oil. Use Non-stick fry pan, Heat Olive oil in pan on Medium High, add the sea scallops and sprinkle black pepper on top, cook until golden brown on bottom, about two minutes, turn over with a spatula and cook for about two minutes more.
