Stir in the carrot, chili powder, and cumin; cook 2 minutes longer until carrot is tender. Remove from heat and set aside.In a large bowl, mash the pinto and black beans. Stir in the oats. Add the mustard, soy sauce, ketchup, pepper and carrot mixture and mix well. Shape into 3 1/2 inch patties and place on a grill rack lightly coated with cooking spray, cook over medium heat for 4-5 minutes on each side.
