Cook, stirring often, until the onions and peppers have softened, 8-10 minutes. Stir in the garlic, chili powder,cumin and sugar, and cook just until fragrant, less than 30 seconds. Mix in the tomato sauce and 1/2 cup of the water. Bring sauce to a simmer, lower the heat and cook until slightly thickened, about 5 minutes. Add more water if the sauce is too thick.Mix 2 eggs and 1 egg white with a small amount of water. Heat pan and spray with cooking spray.
