Add tomato sauce, green chilis, Italian seasoning, celery salt, and pepper. Simmer for 5 minutes. In a bowl, lightly beat eggs, adding cream, and mixing well. Remove tomato mixture from heat and mix into egg mixture. Cover the bottom of a 2 qt casserole dish with 1/3 of the torn tortillas, 1/3 of the sauce mixture, and 1/3 of the Muenster cheese. Repeat twice. Top with sour cream and Cheddar cheese.
