Here is how you make Beef and Cheese enchiladas:

Brown beef, drain and set aside.Heat tortillas, to make them easier to roll. (I heat them individually on a cast iron griddle, lightly greased as needed). Add 1/4 cup enchilada sauce to beef. Spoon about 1 tbsp. meat into each tortilla, roll up and place in casserole dish. When dish is full, pour remaining sauce over enchiladas and spread with back of spoon to cover each.
