Place a large saucepan over medium heat, then add the oil. Add the onions, carrots, and celery once the oil is hot. Cook for five minutes, until the vegetables start to soften. Stir in the garlic and tomato paste, and cook for one more minute. Add one can of the tomatoes, stirring and scraping the bottom of the saucepan to pull up any cooked-on bits. Add the remaining tomatoes, black pepper, celery seed, red pepper flakes, and stock. Bring to a simmer, and cook for 15 minutes. Add the bread, cook for five minutes, then remove from heat. Transfer the soup to a blender or food processor and puree until smooth. Pour the soup back into the pan, then stir in the evaporated milk and warm over medium heat.
