Here is how you make Sweet Angel Cupcakes:

Preheat oven to 350. Line muffin pan with foil or paper liners. Sift cake flour and powdered sugar together in bowl. In a separate larger bowl, with electric mixer, beat egg whites, cream of tartar & salt at high speed until soft peaks form. Gradually beat in sugar, then add vanilla. Sift again HALF of flour mixture into bowl with egg whites, then with spatula, FOLD into mix. Once blended, add remaining flour same way, folding to keep air in batter. Spoon batter into cupcake liners, fill to top( will flatten once cooled). Bake until tops are golden brown 12-15mins. Check them at 12! Cool in pan 5mins, them remove to cool completely.
