Brown turkey and taco seasoning in a skillet or pan, add water and simmer. Meanwhile spread refried beans on the bottom of a large rectangular baking dish. Spread meat out on top of beans. Layer sour cream on top of meat, then layer salsa on top of sour cream. Layer the cheese on the salsa and sprinkle onion and tomato on top. Chill in a refrigerator for at least a half hour so ingredients can firm up.
