Preheat oven to 450 degrees. Spray nonstick baking sheet with nonstick spray. In a large bowl combine potato, 1/4 tsp salt and sugar with cold water and cover. Soak for 15 minutes. Drain and blot dry. In another large bowl put potatos, oil, 1/4 tsp salt & paprika toss together until potatos are coated and put on baking sheet.
