In a food processor, combine cottage cheese, sour cream, milk, sugar, salt and garlic powder. Process until smooth. Pour mixture into a large bowl. mix in potatoes. Pour entire mixture into a 8X11 baking dish coated with nonstick cooking spray. Bake, uncovered at 350 degrees for 30 minutes. Remove and sprinkle with cheese.
