Lightly spray muffin tins with nonstick spray.In a small bowl, combine milk and vinegar, and set aside.Mix the cornmeal, flour, sugar, salt, baking powder, and baking soda in a large bowl. Add the milk and vinegar to the mixture, then the oil. Stir until just blended. Fill 9 muffin tins. (Fill any non-used tins with water.) Bake until tops are golden brown, 15 - 18 minutes.
