Layer 1/3 in the bottom of a square or round casserole dish that has been sprayed with non-stick spray.Sprinkle salt, pepper, dehydrated onions and cheese over the potatoes. Repeat two more times. Pour up to 1/2 cup skim milk over the potatoes and cheese -- until milk covers 1/2 the bottom layer of potatoes. Cover dish with foil and bake for 1 hour at 350 degrees.
