Here is how you make Jackie's Basic Rice:

Heat olive oil over med-hi heat. Add onion & stir. When onion starts to get translucent, add garlic. Cook until fragrant, then add spices and rice to hot pan. Keep stirring.Add about 1/2 of the broth slowly (or other liquid) when rice is opaque and begins to toast. Reduce heat and stir frequently.
