To make dressing: in small bowl, use a wire whisk to stir together the yogurt, sugar and orange peel.To make salad: in large bowl, combine carrots, pineapple and raisins. Add the dressing and fold in until the carrot mixture is coated. Cover and chill in the refrigerator about 30 minutes before serving.Makes 8 side dish servings.
