Whisk oil, lemon juice, mustard, garlic, and lemon peel together in a small bowl; season with salt and pepper to taste. Set aside.Cook penne in large pot of boiling salted water until tender but still firm to bite, about 10 to 11 minutes. Drain and rinse with cold water to cool down the pasta. Re-drain. Transfer pasta to large bowl; add tomatoes, bell peppers, feta cheese, and green onions. Pour dressing over the salad mixture and toss to coat. Check season. Cover and refrigerate until ready to serve. This salad shouldn?t be mixed together the day before because the lemon losses some of its bite as it sets. You could cut up all the vegetables and make the dressing ahead though.
