Wash & cut fresh sprouts in half lengthwise, then again. Once oil is hot, lay sprouts in cut side down. While these cook to a light brown, sprinkle garlic powder & pepper. I use Hot Shot, a red & blk ground pepper blend but use what you have. After about 5 to 6 minutes, pour water in pan & raise heat to medium high. While sprouts steam (I didn't cover but a splatter screen would be okay) turn onto the other cut side. Then while you wait for water to evaporate, get other ingredients ready. Once water is gone add butter in bits here & there around edges & in middle. Tilt pan to coat then using wide spatula remove sprouts to a serving plate. Pour water into pan, add vinegar then vinegar, stirring to blend. Sprinkle in stevia & keep mixing. Turn off heat & pour over sprouts. Enjoy! I made this for myself as a good sized serving however you could certainly start w/ a few more sprouts (half of mine were huge, all large) & serve two as a side w/ another veg or starch & protein. All amounts are approximate as I never measure when creating a new item. This sauce might mix better if you added the butter to the pan after the sprouts were taken out but I wanted a thin, light sauce. Also the stevia offsets the red pepper so if you only use black pepper, the rice vinegar may be sweet enough for your taste.
