In a food processor or blender, combine milk, flour, corn starch, Bragg's Liquid Aminos, rosemary, dijon mustard, garlic and black pepper. Blend or process until smooth.In a 8" x 12" baking dish, place a layer of potatoes (1/3) followed by a layer of onion (1/2) and anaheim peppers (1/2). Pour in half of the milk mixture. Repeat layers finishing with a layer of potatoes. Pour remaining milk mixture over the top.
