IN HEAVY saucepan, over medium heat, saute onions, garlic and bay leaves in oil until onion is golden. Stir in barley, cinnamon, water, salt and pepper, to taste. Bring to a boil. Simmer, covered, 35 to 40 minutes, or until liquid is absorbed and barley is tender. Discard bay leaves.
