Here is how you make Pepper Beef:

Combine soy sauce , sake, garlic, pepper and ginger.Add beef and let marinate for about 10 minutes.Drain meat and reserve marinade Stir fry meat on very high heat in wok or skillet until browned, add peppers and onion, cook until veggies are tender but NOT SOGGY. Mix 1/2 c water with cornstarch and any remaining marinade,add to skillet. Lower heat to medium. Cook down till the sauce is as thick as you like. Serve on top of rice or noodles.
