Dissolve bouillon cuber in 3/4 c of hot water. set asideIn large saucepan, melt 1/4 c butter over low heat. sitr in four and pepper. add bouillon and milk gradually, stirring until smooth. Increase heat to medium and cook until bubbly and thickened, stirring constantly. Remove from heat. Stir in green onions and cauliflower. Spoon mixture into a 1 1/2 qt glass baking dish.
