Cook macaroni noodles. Melt butter to foaming and add salt, flour, mustard and cayenne. Whisk 1min until color deepens and add milk. Reduce heat and whisk in cheese and 1tbsp salt until melted. Add drained macaroniand cook over medium heat until steaming. Add to 13x9 and cover with topping. Broil until crumbs are golden brown, rotating if necessary.
