Here is how you make Chelsea's Maccaroni and Cheese:

Bring Water to boil and then place pasta in water. Continue boiling until soft. Once pasta is done drain water. While the water is draining place butter, velveeta, and milk in the pan on medium. Allow the butter and velveeta time to melt. Once melted stir in the pasta. Allow the sauce to bubble some while mixing in the pepper and bacon. Continue heating the mixture until the desired thickness of sauce is developed. Once reached remove from burner and place directly on the plate. Allow macaroni to cool on the plate rather in the pan.
