heat oil in saucepan, add flour stir until all flour coated in oil on low heat & bubbles gentle, remove from heat add milk a little at time stiring to make sure no lumps occur, when all milk added & sauce is smooth, return to heat, stir all time until sauce thickens, turn heat down to simmer, add salt & pepper to taste, mustard, grated cheddar & parmesan cheese, stir all time. If too thick add hot water 2tbsp at time to desired thickness.
