Heat oil and butter in medium saucepan over medium heat until butter is melted. Slowly add flour to oil and cook for 1 minute; whisking continously to prevent scortching. Slowly whisk in milk. Continue to stir mixture as it comes to a simmer. Simmer for 2 minutes. Remove from heat.Add cheese, salsa, and taco seasoning. Stir until well blended and cheese is melted.
