Coat saute pan with cooking spray and saute onions until tender on medium-high heat. Add the honey and vinegar. Quickly stir in the chili powder, cumin, splenda and chicken broth. Bring to a boil and reduce by half. Transfer sauce to a blender or food processor and blend at high speed until smooth. Season with salt and pepper.
