How Do I Make Saffron Orzo?

Here is how you make Saffron Orzo:

Crush the saffron in 1/2 c wine (if you are also making the scallops then double this) let the saffrom soak for about 30 minutes. Saute shallots and garlic in olive oil. Add the orzo and coat with the oil mixture. Add the broth and wine/saffron mix plus the salt, pepper and paprika. Bring to a boil, cover, reduce heat to low and simmer for 8 minutes.
