Here is how you make Parmesan Roasted Baby Potatoes:

Preheat oven to 400 degrees F. In small bowl, combine grated cheese, garlic powder, rosemary, salt, and pepper.Coat a baking dish with olive oil.Carefully and evenly sprinkle 3/4 of the cheese mixture over bottom of pan. Do not stir, as it will blob up when combined with the olive oil. Cut the baby potatoes in half.Arrange potatoes in a single layer, cut side down, on top of cheese mixture. Sprinkle more on top.Bake for 30-40 minutes, or until cheese is browned and potatoes are soft. Remove from oven and leave potatoes to rest in pan for 5 minutes. Carefully remove the potatoes from the pan with a spatula. You want the cheese mixture to come up still attached to the potatoes.
