In a large saucepan, combine 2 c. water, pinch salt and bring to boil. Add the couscous and stir well. Let the couscous sit covered and off the heat for 5 minutes. Fluff with a fork, and when cooled a bit, add the beans, cheese, and diced peppers. Toss with the dressing and serve warm or chill at least an hour and serve cold.
