1 CUP Whole Wheat Flour
31/2 TSP Baking Powder
2 Dashes of salt
4 TBSP oil (sunflower is really good if you can get it...olive oil can be a little heavy)
1/2 cup or so HOT water

Here is how you make Tortillas:

Mix dry ingredients. Add in oil with a fork or pie cutter as you do for pie dough. When combined well add the hotest water you handle. Get it mixed in totally. (Add more water if your dough seems a little dry or less if your dough feels a little wet...if you add too much water just add a little more flour)Remove it from the bowl and need on a floured counter a few times. Add it back to the bowl and cover with a towel. Let rest 10 minutes.Preheat non-stick pan with a lot of surface area.Break into small balls 1 at a time. Roll into a semi circular shape and place on hot skillet. Turn over after 15-30 seconds.
